A silly question is Russia actually bigger in terms of number of provinces on this map or is it the same with better placement? I noticed he mentioned he did not want to make to many extra provinces so it might not be that far off

?...But there is still a problem: Wolyn/Volhynia is bordering Dnepr and is too big - consider this nice map provided by Classique:
http://www.imagehigh.com/view.php?image_id=344432
Those are 19th century borders - but show well what i mean about Dnepr being "to far" to the west. Its the fact that Kiev was on the Western bank of Dnepr - on the map as it is now you cant place it as capital of any province - Making Kiev as capital of Wolyn/Volhynia is not a good idea (completly unhistorical), but it cant and shouldnt be capital of Poltava (wrong side of the river). My prosposition is to:
1: Divide Wolyń/Volhynia in 2 - eastern part will be called Ukrayina or Kiev
2: To prevent adding a new province merge Poltava and western part of Ukrayina (the province NOW called Ukrayina on your map - east of Poltava) in one, name it Poltava or consider another name (Perejeslav ?). And eastern part of the province called now Ukrayina to the province east of it (Lugansk?)
Pros: Same number of provinces. More historical imo.
Cons: ?
