Are you connected to the internet at the point you achieve them? That posed a problem for me at one point

Maybe they should, but they don‘t, that‘s just how it works.

You have to be connected to the internet at the point you fulfil the achievement requirements.

I've noticed that if I load a save with the achievement conditions met, the achievement pops up again; see if doing this while being online on Steam gets Steam to recognize the achievement.

In the worst case if you're sufficiently annoyed, use Steam Achievement Manager to add the missing entry.
