Description​

I have -200 authority cost for having 2 country monopoly.
I haven't unlock any company.

Steps to reproduce​

I don't know.
The game start out normally, then it just happen between 1839~1840. I don't know when or how.
When I load to previous save, I can't reproduce it.

I was also wondering for a long time, but if you set a building type like weapons factories to "monopolize" in the buildings UI you also have to pay 100 authority. It is just a government monopoly, not a company one.
