I have 3 prisoners from Max Sec ready to transfer to Med Sec, but the Prisoner tab says I have 0 med cells available. If I click "Approve All", a warning msg also says that I should build additional cells.
However, both Prisoner Tab and the icon on the top of screen shows that I have 12 free med sec cells. I tried turning them to "Shared" and then to "Medium Security", but they still does not count as available cells for transfers sake.
Thus, the problem is that although I seem to have available cells to promote my 3 Max Sec prisoners, I can't transfer them at all.
I attached the last version of my save file.
