I need patch 1.10

I.ve heared that there is a patch for europa universalis.
1.10 I thought.
I have tried downloading it from paradoxplaza but for some reason i could not download it .
I have searched everywere for that patch but none of the sites had the patch or it couldn't be downloaded.

So my qeustion is were can i download this patch¿¿¿
