Army got a refused orders event. I went with the -200% movement option. This happened during a siege. So I waited for the siege to finish and than gave order to move out. The army modifier was close to being done, Some time later I check and the army is stuck. The movement modifier is done but the army won't budge. New orders or canceling move don't work because movement is locked in. Apparently the army was close to arriving on destination. Reloading game did not help. Also changed the general to a less obstinate one.
Steps to reproduce the issue.
- refuse order event - don't give money
- give move order to army
- changed general
- army has movement locked in
- modifier ends
- army stuck
