Please explain your issue is in as much detail as possible.
I am trying to get Punic Ascendance achievement but I cannot colonize LIMIA territory which has got a holy site. I have got every conditions but I still it does not work. I have got a lot of cities and a lot of primary culture and country religion pops. I will send you save file and images before/after.
Steps to reproduce the issue.
Try to colonize a territory which includes a holy site.
