Please explain your issue is in as much detail as possible.
Playing as Pritannia, I was at war with hibernian tribes. One province that had a holy site just got depopulated due to pillage. Now I cannot re-colonize it even if all provinces around it are my culture and more than 8 pops... Cannot destroy site either cause it's not on land I own.

Steps to reproduce the issue.
Burn down an enemy city that has a holy site so that it gets depopulated, then try to colonize it.

Dont worry this somewhat game breaking bullshit is here since 2.0 release and nobody took the trouble to release fix

Someone said that they will be deleting the blockade on moving pops from holy site but apparently it is very time consuming to patch 1 game rule

This happened to me in the province of Olympia, it has broken my ability to complete the Macedonian conquest quest line.
