Cannot raise levies during civil war

Please explain your issue is in as much detail as possible.
If one of your clan chiefs is disloyal when you disband your levies, he will keep his portion of the levy raised. Because the levy is still considered to be raised, it cannot be raised again, and he considers his power base to be extremely high, and goes even more disloyal. This will eventually cause a civil war.
The problem then escalates as you still cannot raise the loyal levies when the war starts - they are still raised and show his portion of the levy, and you are forced to fight a war with no troops.
Steps to reproduce the issue.
Have a disloyal clan chief commanding part of your levy. Have inevitable civil war.
