Can't colonize the holy site

Please explain your issue is in as much detail as possible.
I was trying to make albion, but i can't colonize only one provinces. Because i can colonize all other provinces, i think i can't colonize this province because it's holy site. (Maybe this problem is related to the issue that can't move pops to the holy site)

Steps to reproduce the issue.

same for me in Caledonia :(

A territory with an holy site within was de-colonized during a war. Now one of my adjacent territory has +8 pop but I can't colonize it.

Why? How can it be fixed?

Have you made sure that POPs are from an integrated culture and religion?

From the wiki (up to date for 1.5.3 but 2.0 only changed the number from 10 to 8 )

A territory is colonized by moving one pop of any social class but slaves to it. This can be achieved by pressing the Colonize button in the territory view of the uncolonized territory and can be done at any time, as long as the following conditions are met for at least one owned territory:

  • Is adjacent to or within 2 sea tiles of the target territory
  • Has at least 10 pops.
  • Has a dominant culture that is integrated (including the primary culture)
  • Has the state religion as the dominant religion
  • Has at least one pop that is not a slave (note: this non-slave pop does not have to be an integrated culture or the state religion)
  • Has not been used to colonize in the last year
Colonization also costs 10 gold.

Of course I did.

I've colonized all other provinces in ireland but i can't colonize only that.

yes i'm sure
in Caledonia one culture one religion at all :)

I think the point is the holy site whitin (you can find here other 3d on the same issue) : in my run, other neighboring territories seem easily colonizable, except the one with the holy site.
Is it a bug or a feature?

I do not remember this on the DDs, but it does not make sense, has to be a bug. Hopefully they squash it soon.
 
Same issue. Playing as irish. Holy site went bust after a siege. Can't recolonize it.

All Regions that fullfill the condition can remove from the list on the colonizer buttom.

Yup, exact same problem, it was pillaged a bit, and I can't colonize it.

Moreover, you cannot move pops in or out of a holy site, either. Nor can it be the orgin for a colony attempt.
 
Confirmed this bug as I have an empty Hellenic holy site in the middle of Libyan coast that cannot be colonized when every other province was colonized already.
Another one on a Spanish coast prevents me from getting an Achievement for Carthage since I cannot own all the Iberia..

Patch didn't fix the problem, just confirmed.

Adding additional confirmation -- Nicaea Locrorum is majority-Roman with 10 pop, but cannot colonize neighboring Opous even though I was able to re-colonize Oreus without any issue. Opous has a holy site. As others have mentioned, once it meets the requirements Nicaea Locrorum (or any other eligible province) gets removed from the tooltip describing why provinces are ineligible to colonize from -- but, of course, the button remains greyed out and the tooltip just remains and still lists other provinces. Cannot work around the issue by desecrating the holy site either, since desecration is disallowed when the province is unowned (why?).

Since most achievements/missions don't check/allow for uncolonized provinces, this is a pretty significant frustration. I'm unable to continue with the Subduing Greece mission tree because of this province.

Same issue, althought the bordering territory of Troizen has roman majority and 11 pops i cant colonize this holy site. Also when territory met the requirements for colonization it just went missing from tooltip
