Please explain your issue is in as much detail as possible.
I was trying to make albion, but i can't colonize only one provinces. Because i can colonize all other provinces, i think i can't colonize this province because it's holy site. (Maybe this problem is related to the issue that can't move pops to the holy site)

Yep, just had this happen to me in Illyria. I can't complete the Illyrian mission chain because I don't control the whole of one of the provinces.

Its funny because the "colonize" button is just grayed out, When you hover over it, it doesn't say anything about why you cant colonize. It wasn't until I looked at the pop info for the uncolonized territory and it says "cannot move pops here because it has a holy site". I'm like....well crap, guess this mission chain is borked.

Can't even desecrate the holy site of an uncolonized settlement either. The only way around it is if you're already migratory tribal, you can create a migration army from a province and settle it that way. But I don't really wanna decentralize my empire to colonize 2 settlements so Paradox, you gotta fix please.
