Cant start befriend cyrenaica mission as Rome because I supposedly do not meet the requirements. But I do meet them.

Please explain your issue is in as much detail as possible.
Even though Cyrenaica exists and is not allied, at war or my vassal I cant start the "befriend cyrenaica" mission as Rome. Why is that?
