Please explain your issue is in as much detail as possible.
The "Trade" mission of the pearl of africa mission tree has impossible requirements. It requires a landlocked province to not have a port and doesnt seem to be able to recongise that it doesn't have a port and the second requirement is "0.0 is"

I don't think the actual requirements are wrong. But the first part of the tooltip is completly nonsensical which is just confusing and probably should not be displayed.

I think if you build a port and fort in each of those towns the mission is fulfilled correctly. Have you tried that?

I did this shortly after I took this image ( I was in a multiplayer game and rapidly making my report while the game was going) and tried moving the province capital to Byssatis and nothing so I was left disapointed and had to abandon the mission.
