Description of problem
Loading a save changes the game state nearly every time.

Please explain your issue is in as much detail as possible.
Upon loading a save, many things are different than they were at the time the game was saved. This can include, but is not limited to: character loyalty, feudatory loyalty, party seats, province food production, and character power base. These differences are not small recalculations - for example, all of my feudatories suddenly have zero loyalty, and there is a civil war brewing that wasn't at the time the game was saved. These differences persist when the game is allowed to run for a couple of months for things to recalculate. Attached is an example of an affected save.

Been experiencing the same thing but think I have pinpointed the cause. When starting a new game as Rome, the Governor of Magna Graecia is unaffiliated with a major family but within a few days he moves to (or is adopted by) the Claudii. If at this point you save and load the game he becomes the new Claudii family head, presumably because he's the eldest. What this also does though is massively increase his power base as he's now both a governor and head of a family, which in turn lowers his loyalty (and increases the previous family head's as his power has now tanked). On top of that he's also the leader of the populists which leads to a large transfer of power in the senate, away from the Optimates and into the Populares. This isn't just restricted to this one guy too as if you replace him with someone else before unpausing a newly started game they too will move to a great family, however if they're younger than the current family head they won't replace them following a save/load. This limits the damage this behaviour does but will still cause some change of power within the senate but could be considered a workaround. I've not progressed a game far enough to see if this behaviour repeats with other governorships (Cisalpine Gaul e.g.) but if you replace your replacement they don't seem to move family again (I let the game run for a year and no change occurred).

Province food production and feudatory loyalty I think are unrelated and instead will recalc after a month (they both start at 0, even with a new game). This is probably just an engine thing like your energy output going massively into the red for a bit when loading a Stellaris save.
 
A small tip to limit the impact/uncomfort of at least the stuff which just needs one "month tick" to correct: Try to end and save your playing sessions always towards the end of an month.
