local_commerce_value_modifier has no effect

Please explain your issue is in as much detail as possible.
The local_commerce_value_modifier no longer shows up anywhere in missions and events while in game. I checked in the files and it is still mentioned in common/modifiers/00_from_missions.txt.
Upon digging deeper, it seems that the whole modifier doesn't exist. Using script_docs in the console, finding modifiers.log in the logs folder and searching for the modifier shows no results.
I used Egpyt as an exapmle but any nation that can get a modifier with that effect shows every other effect except the one in question.
Steps to reproduce the issue.
1. Start the game as Egypt
2. Start the mission Greater Empire
3. Find the task Western Trade and hover over it
For modifiers.log:
1. Start the game in Debug Mode
2. Start as any nation
3. Open the console with ` (the button to the left of 1)
4. Type in "script_docs" in the console
5. Navigate to the logs folder on your computer (For me it was C:\users\username\Documents\Paradox Interactive\Imperator\logs)
6. Open modifiers.log and search for local_commerce_value_modifier
