Description of problem
Marian reform event tooltip is wrong,

Please explain your issue is in as much detail as possible.
Got the event to do the marian reforms early. ip_republic.45 from internal_politics_republic. I I thought huh those penalies are quite harsh. And the tooltip on the second option (to refuse) says I can do it anyway. Turns out the tooltip is wrong. I can't switch to it, it's still locked. Did some digging in the files. Both options give the same tooltip: unlocks_marian_reform_tooltip. Which says (from event_l_english.yml ): unlocks_marian_reform_tooltip:0 "#G Can now switch to and from the final Law in the Military Reforms category.#!"

I assume this one shouldn't show. Please remove the tooltip for this options, or enable me to change laws anyway (which seems a bit wrong since you're denying it at first and then doing it anyway)?

I've added my save (just after the event) and if you can make it so I took the top option and still be ironman that would be great :) This is my first game since a long time (thanks 2.0 :) ) and would love to do this the way i want to without having to go back.

Steps to reproduce the issue.
Get the event as rome or any other non-tribal country. Hover over the option to not implement the reforms right now.

IIRC, the difference between the two tooltips is that one lets you do it and switches to it immediately, while the other one just lets you do it. However, do you have the Cohorts invention unlocked from Martial tech? No matter which option you choose, you need that tech to raise multiple Legions. And likewise, if you have that tech, you need the Military Reform event to fire.

Regardless, the tooltip should be updated to reflect the need for the Cohorts tech, assuming that is in fact the issue.

Just the first one for capital legions . I'll check with a console game to fire the event. I wasn't able to switch to it after the event . And as far as I was aware the event would switch you regardless if if you have the invention for provincial cohort. Matter of fact the invention of the law seems to spread to other countries with events
