Please explain your issue is in as much detail as possible.
The 'There are other options...' option on this mission does not present new options, it just presents the same three options over and over.

I have tried to make sense of the event. What it does on the fourth option is to call itself again with a different "page number" which should give you other cities to choose from.
The "page number" is always reset to 1 when the event starts. This might be the issue, that you can never actually get to page two.
