Not getting the Achievement: Tribal Assembly

Hellenistic world flavor pack, Epirus flavor pack, Magna Graecia Content Pack, Epirus Content Pack

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
I am not getting the Achievement: Tribal assembly, despite just becoming a republic

Steps to reproduce the issue.
I just clicked the last decision on the tree to become a republic but did not get the achievement. Now, the achievement appears complete but behind a padlock.

In the same game session, I did get the "The Romans are Crazy" Achievement.

Same issue here, and it didn't get fixed by the usual procedure of restarting the game a few times.

This definitely seems to be a widespread bug, but I will note that I was somehow able to get this achievement this past October. You probably have already tried this, but have you tried letting a month or two tick by and then saving / reloading the game?

I actually did not even try to reload until a month had passed (busy with a war), but will definitely keep an eye on it during the next saves too.
