Description of problem
Pop promotes to Noble even though civic rights are set to Citizen

What game version are you running?

Please explain your issue is in as much detail as possible.
Playing as Egypt. Bohairic culture is an integrated culture and its civic rights are set to Citizen. The tooltip in the game clearly indicates that pops of the said culture will not promote past Citizen status.
However, the pops of the Bohairic culture are still promoting to Noble.
This happens in the territory which has been owned since day 1 and did not change ownership.

Steps to reproduce the issue.
The best way to reproduce the issue is to do the following:
1. Play as Egypt
2. Ensure that the civic rights of the Bohairic culture are set to "Citizen"
3. Watch the population dynamics in any city in the existing territory, where there are not enough Nobles. Best to use cities with the predominant Bohairic culture. Alternatively, found a new city in the territory with Bohairic majority.
Expected behavior: Bohairic pops will promote to Citizen maximum and will not promote further to Nobles.
Actual behavior: Bohairic pops are promoted to Nobles.
The savefile with the issue is attached. Look for Province: Eastern Delta, City: Daphnai. One Bohairic pop there is being promoted to Noble.

Was the promotion process of said pop started before the civic right was changed? Ongoing processes not being aborted by these kind of changes is probably WAI.

If not, well yes then this should not happen. Will keep my eyes open if I run into this as well.

No, Bohairic pops had been integrated and assigned Citizen status centuries before this happened.

It took me a while, but I was now able to reproduce the issue @Volkirius has found (good catch! :) ) and to create a save where this can be reproduced from (= run game for a few days and said suspicious promotion starts; this is hard as the next promotion seems to be selected where close to the point it starts).

....but here a Tamil Citizen starts to promote to Noble:

And if you pay attention to the number of Tamil Nobles I already have, you see that this is by far no rare thing - that restriction is constantly ignored by the game, which is pretty serious, as it makes granting Nobles rights to integrated cultures useless (why take an extra penalty, if you can get Noble pops anyway?), while it also defeats the idea to have to only care for foreign citizens and not noble, when it comes to their demands.

To reproduce with the attached save:

1. Investigate Tamil civil rights and see that they are only allowed to become Citizen
2. Select the pop tab of Opone and see that an ongoing promotion is about to finish
3. Unpause game and let it run a few days
4. See the unallowed promotion of a Tamil citizen to Noble starting

Sadly, this bug is still relevant. It's just so stupid to bring a mechanic of civic rights that's broken from the start. I as Vandals migrated to North Africa, promoted natives to citizen rights, moved my capital to one of their cities, moved a lot of my pops there, and my culture demote to slave, their culture is getting already fourth noble pop having just one after the conquest. I hate it!

Luckily, that was bug was adressed and fixed in the 2.04 maintenance patch (which is, at least for the time being, accesible via opt-in in the Steam beta branch):

The changelog explicitly indicates that it should be (with the mentioned caveat that not all fixes might work then), so I think it is at least worth to try. If any problems occur, you can still unsubscribe to the beta and load your original last save with 2.03 (so make sure to keep it around). Then in the worst case you might have lost some playing time.
