Please explain your issue is in as much detail as possible.
Scythian cultrure group has broken names like "scythian_east_malename" and same for females. You can see it in launching a game and while selecting a nation to play before pressing start, everyone has the same name in repetition under character lists for scythian culture group

Steps to reproduce the issue.
Launch the game and go select scythia or any other scythian culture nation

You wrote that you don't have used mods when encountering the bugs, but it seems that yesterdays release of the Imperator Invictus mod has fixed a bug with Scythian names ( https://forum.paradoxplaza.com/forum/threads/mod-imperator-invictus.1473328/page-48 ), so there's a chance that playing with that mod solves your issue (plus that you can enjoy all other the nice things in that great mod)
