senatorial support decreasing at upload

Please explain your issue is in as much detail as possible.
I'm playing as Rome and I do have actually 2 bugs: 1) having captured a general of an enemy country (it is therefore shown among imprisoned characters of my country) and having wan the war and annexed the country the software considers the character as belonging to my country although still in a prison of a foreign country (please see attached file); 2) every time I upload a saved file the senatorial support is lower than the value had when I've saved it. The magnitude of the decrease can be very large up to 20 points or more.
Steps to reproduce the issue.
About issue 1) you see the alert item shown, easy to check. About issue 2) upload the file play some months save it and try to upload it again and you'll see that once uploaded the senatorial support is lower than it was when saved.
