Please explain your issue is in as much detail as possible.
As Rome I finished a war with Carthage. They had an exiled army stuck in my territory in Illyria. They had a revolt pop a few years later and that province joined the Carthaginian revolt even though it was under my control for at least the last 50 years. I declared war and beat them but before I could sue for peace the revolt ended and it became Carthage's territory.
