Iberian clothes depend on capital being in Iberia. Where do you change this?

In a dev diary back in 2022 a dev said the trigger for characters wearing iberian clothing was them having their capital in Iberia, but that this could be easily modded. Where is this set and can it be changed to for example just having a particular culture?
