So, I have been looking through and thinking about how to best restructure the Iberian Crusade.
Here is my current thinking.
1. The triggers for the start of the crusade are fine, ie whether or not the Pope calls for one.
2. However, instead of three versions being immediately offered to the Emperor, there are only two, Level 1 and Level 2. The Level 3 crusade is something the Emperor (or Savoy) can pursue later, if it is successful with Level 2 - it will get that "No let us continue this" option. Given that Level 1 success will get you the option to upgrade to Level 2, why would you risk Level 2 from the start?
3. If you choose Level 2 from the beginning, more ai countries will offer to join the crusade. But, of course, you have a bigger task ahead of you to be able to claim victory. The choice becomes a meaningful one.
4. If the crusade manages to capture enough provinces to form the Kingdom of Asturias, forming it will be the action_a for the Emperor (though not for Savoy, too complicated!), establishing a Wittelsbach on the throne, instead of a local noble. This could have some fun follow-up events...
5. Otherwise, the crusade more-or-less proceeds as normal, except that the triggers become more exclusive to ensure that Victory and Failure can't both trigger.
