when playing i notice the displayed IC of another country generally seems to be off different that what it actually is. Has this been noticed before? or am i just crazy?

There is at least one game load bug that can cause this symptom when you reload a saved game. I don't know the exact description, but it has something to do with peacetime modifiers.germanwarmachin said:

Its not a big deal or anything i was just wondering, because I've always had this problem with the HSR mod that includes HOI2 along with DD.

Remember that when you load another nation from a save file using the difficulty settings you have (I assume you are not playing on normal) then the difficulty settings for the human player will apply for this nation and you will have 10 to 20% less IC.
