This idea arose out of a problematic war I was faced with. I was faced with a coalition war against me by the three powers that were each more power than me. The war was very harsh and I thought about it a lot. Tell me what you guys think about this solution. I think it would make a good house rule/rule of thumb. To me, it seems like common sense. I would do it even if no one else would.
House Rule: Declaration of War Goals:
Within a reasonable amount of time (3 months, 6 months, year?) after declaring war on a player nation, the declarer should state his goals in the war. Provinces, gold, whatever. If the attacked player agrees to those terms with a reasonable amount of time, the declaring player must accept that peace.
Reasoning:
If 2 players are warring without stated goals, the player being attacked fights to the last man because he doesnt know how much the enemy wants from him. This rule benefits both players by allowing the prevention of a long drawn out pointless war. If the defender realizes he cannot win, he can save himself the cost of protracted war by conceeding. The attacker also looses money in a protracted war. This saves them that money as well. War exhaustion can also be prevented.
This also acts as a hedge against so-called "gangbangs". Faced with multiple opponents, the defender can conceed to the demands of some of his attackers to increase his odds against others.
Potential Abuses:
Exaggerated demands. However, in any event, this at least creates a starting point to negotiate. I have found that, in most cases, the defending player is uncertain of the war goal of his opponent. The sooner the involved parties are at the negotiation table, the better. They can begin to haggle and resolve the war much sooner.
Taking Advantage of War Exhaustion: This is a problem anyway, but people might try to use this to extort from people that are weak from WE. I dont think that this is any worse than having no rule at all with regards to WE though.
Weakens the power of a coalition attack: Without this rule, there is nothing to stop a defender from bribing off one or more attackers to focus on others anyway. So I dont see this rule as a solution or a problem in this regard.
