I have a different idea, let's put "Ransom" button there. You could press it and ask attacking fleet how much they want for letting your ships go. They would take into account value of ships in your fleet, their experience, cargo and proximity from friendly ports and name their price. It shouldn't be bigger than 25% value of the whole convoy, usually 10-15%.
Then when they tell you how much they want you could either accept it and pay for safe passage or fight them.
It would also work for the player, he could demand ransom upon attacking enemy fleet and they would offer an amount of cash that's affordable for them (5-10% of their fleet's value) and if player accepts, they could safely sail away (player couldn't attack them until they dock at home port again).
