This is very annoying when my queue requires more IC than I'm letting it spend. As soon as the idle jobs lose their IC the gearing bonus disappears. I'm not exactly sure what the rationale is behind that (it happens almost instantaneously), but it's frustrating. The idle jobs moving to the end is, if not a bug, a bit of bad design!
I tried changing the "# Gearing Loss if no IC assigned ( 0.01 = 1% loss / day)" setting to 0.00 in misc.txt and it didn't seem to have an effect. I still lose gearing bonus with partial or no IC dedicated to the job. And in 1.05 at least, the lossiness is definitely bugged. It loses the gearing INCREMENT per day, not some percentage of the increment or the current bonus. I'm pretty sure of this because I changed the increment to 10 instead of 5 and I saw the loss track that change.
Do new values in misc.txt only take effect when starting a new game?
EDIT with more specificity: testing the idle job moving issue, I found that AA and radar does NOT move to the end of the queue, but divisions and brigades do! All of them lose their gearing bonus very fast, even with 0.00.
