We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
They look good, however they differ slightly from my style... But they're close enough in appearance... I've however enlargened the main soldier in my latest icons, but I guess you could do so as well. You'd be very much welcome to register at our forum and help us out! 
Ok, here you go. That took rather long due to internet issues. i have compiled a bunch of icons with the principle described above.

I've already said that there isn't any guide and it's quite hard to explain. Open photoshop and play around until you learn, that's how most icon making people have done.

Can you make Hungarian naval icons? I think the Austrian set is good as pics, just change the flag to this:

I'm mostly doing stuff for Wars of Napoleon, latest icon thing I did was to convert naval icons for Sweden. I guess I could upload it if there is interest.
I am not doing anything HOI related anymore, but you can still take the icons I have converted for your project.

And, again, my Latin America generic set:

I looked through it and it is pretty much ok. I've double checked all of the offcial scenarios and the icons I've added are good for all the ships Colombia, Peru and Chile have (as well as for most other LA countries, who have no ships).

The best thing to do would probably be a generic "black" icon set as it could be used for a few dozens of countries. Also you can make generic navies for minor countries like Denmark the way I suggested or your own way.

For ROA you can borrow the one used by Leonidost a few pages back (he doesn't seem to be around anymore anyway, I even tried to contact him). For Ukraine just use the modern one. Trust me - it's good enough. Or you can use the symbol of SS Galichina division.
