Description​

If Diplo Annex Cost is lower than Monthly Annex Progress, DIP is lowered by Monthly Annex Progress anyway;
For example;

You stacked Diplo Annex Cost Reduction + Admin Efficiency, so each Vassal Dev requires 1 DIP per Dev.
You also stacked Diplomatic Reputation to at least 10.
If you Diplo Annex a 10 Dev Subject, it should cost 10 DIP, however because Monthly Annex Progress is higher at 12 DIP cost, at the end of Month 12 DIP would be taken anyway.

This is more punishing for World Conquest/Tag Switching Runs, because with each Diplomatic Reputation stacked, this becomes worse.

Steps to reproduce​

1- Stack Diplo Annex Cost Reduction + Admin Efficiency, so each Vassal Dev requires 1 DIP to Diplo Annex.
2- Stack Diplomatic Reputation to at least 10
3- Choose a small vassal with at most 10 dev.
4- Annex it.
5- You will notice that because Monthly Annex Progress is higher than Required DIP Cost to Annex your vassal, your DIP is lowered by Monthly Annex Progress. In this case it should've lowered by 10, but got lowered by 12.
