IGC 1.9 Free Countries?

What does the FAQ mean when it says you can choose Holland (and others) as free countries?

(I know HOW to do this, but not the impact)

start the games as "free" (i.e. not under spanish or austrian rule)

Look in the scenario forum in the IGC FAQ for exact details. Basically, there are now several different scenarios for the initial state of the Netherlands that you can choose from, one of which has the Netherlands already existing as a (one or two province) independent country.
