He is often cited as an example of what China could have done in the exploration and colonization realm, if they had decided to do so; as opposed to maintaining an inward looking world view.

Do you think this provides a basis for giving an explorer to the Chinese early in the game. Obviously not Cheng-Ho, but some probability that a Cheng-Ho like explorer might surface for China early on in the game.
 
Actually, I had random events on.

But I'd get these con/exp units quite often, by like I said all die within days so you're just left with the settler. Seems like the game already does this to prevent Japanese/Chinese exploration although c. 1700 you start seeing those junks sailing the Caribbean or in the Channel.
