He is often cited as an example of what China could have done in the exploration and colonization realm, if they had decided to do so; as opposed to maintaining an inward looking world view.
Do you think this provides a basis for giving an explorer to the Chinese early in the game. Obviously not Cheng-Ho, but some probability that a Cheng-Ho like explorer might surface for China early on in the game.
