IGC Config tool and leaders? Doomdark?

Can the IGC config tool be used to "comment out" the leaders of certain nations thereby freeing those ID #s up for use in another scenario or is there another tool that will do that?

If that can't be done can I add an "Also appears for x country" remark to make certain leaders appear for a different if their original country has been deleted from a new scenario?

Finally, is the list of free ID numbers current?

Get EUCheck which I think is located on Doomdark's site, you can also find a link to it from my site in the Toolbox section.

EUcheck? Actually I think that was included in my download of IGC 2.ok.
