Well, I took the plunge and am playing IGC 1.08 as Russia, but I have a question now. I have sent colonist to Kola and Far Karelia and have made them cities...populations approx 1200 - 1400 I think with the natives incorporated. Here's where I noticed the problem. When I select a colonist to send somewhere, it still calls them a colonist and gives me the option to send them there. Has anyone else noticed this problem?
 
You can continue to send colonists to a province until it hits 5,000.

Conquor the Khanates (including Sibir) and you'll be able to get to a few empty central asian provinces. Then wait for your conquistadors. That's what I'm doing now.
