Sorry if I missed it, but how exactly are we supposed to scale the images to be accurate in-game? I vaguely remember for CS1 but with the map-size difference in CS2 I'm not quite sure where to begin. Has anyone figured this out?

Any site that's relevant for you - it could be QGIS, Google Maps, whatever. It's up to you, and depends on what you're trying to do and what your map terrain data is based on.

what is a good site for image overlays? someone posted about heightmaps.skydark but it is not working anymore.
It depends on what you're trying to achieve. You posted a heightmap site, but this is for overlays, not heightmaps - what is it you're trying to do? Heightmaps should be imported via the map editor. You can then use this to have map overlays on top for things like roads etc. from a mapping site (like Google Maps).
 
this doesn't work. it just shows clouds on my map.
Following on from your previous post, is it because you're trying to use a heightmap as an overlay? A heightmap image will indeed typically show up as 'clouds', as it's not meant to be used as an overly. For heightmaps, import them using the map editor,
 
Is there any chance to add the option to drape the image to the terrain surface?
That's what I'd like to do, yes, however it does involve some complicated shader work which will most likely take me some time to work out.

I remember a similar mod, MapImageLayer on thunderstore. And it seems to me that he had this function of "draping over the surface of the field".

Perhaps you could help yourself with this?

Thanks, but for various reasons I can't use that mod or even look at its code, but I've recently (finally) had time to work on shader code and have developed what I believe is similar functionality for this mod. I'm making some tweaks now and am aiming to release alongside the next game update.
 
You might want to read (and join in) on a discussion over at called "Image Overlay mod and Emerald Bay map" in https://forum.paradoxplaza.com/forum/forums/cities-skylines-2-user-mods.1170/. I've also asked the developer of the Emerald Bay (Melbourne ) to join in, because I think that the two of you could probably benefit for a discussion of this nature.

I'm not able to find the individual thread that you've mentioned; please link it directly, not just the top-level forum.
 
The Overlay Mod is incompatible with PC gamepass users as there is no concentrated file housing mods and therefore no overlays file, anyway you can help me find the file if possible or to make it so it can work with PC gamepass?

It is confirmed to work with PC Gamepass.

Mods subscribed from Paradox Mods are stored for Gamepass users in the same way as they are for Steam users, in your local user settings directory, but neither the game install or mod install location is relevant for using overlays.

Your user settings directory can be found at %LocalAppData%Low\Colossal Order\Cities Skylines II\. You place your overlay files inside a directory called 'Overlays' at that location (you can create it yourself if it doesn't already exist).

I remember in the CS1 mod, the overlay would "stick" to the terrain, I'm just wondering if that's possible to be done in this mod currently, or if theres another mod that does it, or if that feature is on the table in the near future?

Edit: I just read the 2 other people on the 2nd page of this discussion, i see algernon is working on it, I'll let them get to it. Great mod so far though; I'm remaking victorian cities with vintage os maps!
