I tried to recreate history in a Scotland start by sending little Duncan to live with the Normans, but ran into an issue. Any time I selected Educate Child I got a no with the only reason being base reluctance. I've tested it later with a random french bishop who had 100 opinion of me as well as an independent prince-bishop who had 74, the queen of Navarra who had 35, and the duke of Britany who was a member of my dynasty. Each had only base reluctance as a modifier. In fact it looks like the only possible modifiers to this decision are "base reluctance" and "Is My Liege". Apparently anyone who isn't a member of the same realm as you has this. It's one thing for them to be unwilling to send a child to be a hostage of a foreign power, (although they'll say that even if you're the kid's mother) but if this is working as intended it doesn't make much sense that you'd be unable to intentionally send your own kids to live with a foreign power when their own mother can't even complain due to being dead.
