Maybe, instead of 0-10 red, 10-20 orange etc; we have it in scales of 5 with a colour scheme with less differences in colour. It would help to differentiate - especially in a random new world - between a terrible 3 development province and a great 8 development one.

Even better, a gradient of colours!

Europe would then be a beautiful rainbow of colours rather than the current red, orange, yellow and green! :D
 
Necroing the thread, but any chance we might get this? There are huge differences between 3 development and 9 development provinces, as there are between 11 development and 19 development provinces (you get the idea).
