Improve Relations Disappears Abruptly Alongside Gift of Fleece

Expected Result​

The Improve Relations +30 diplomatic bonus should last for a while, fading at a rate of 2 points per turn.

Actual Result​

A turn before 214 I just used "Improve relations" for a +30 diplomatic bonus. On turn 215, it, along with the gift of fleece I had used around turn 211, are both gone.

Steps to reproduce​

In the turn 214 save, there's a +28 bonus, which means "Improve Relations" happened one turn ago. Start playing from the turn 214 save.

On turn 215, the diplomatic bonus is suddenly -140 before I do any actions. I've attached the start of turn 215 save and the 214 save. Note that the 214 save files are called "210" because I overwrote an autosave, but you can verify they are 214 by loading them.
