In Armageddon's 1941 scenario Finland gets overrun as well. I have resolved this by adding trait = forest_fighter (ranger) for some Finnish leaders, which I think is fair, and some land forts to important provinces which I also think is fair. I've never played AoD but afaik it's quite similar to Armageddon when it comes to modding and content. Not sure if AoD has the same leader traits though?
Mini update:
* NOW the Japan AI should stop stacking in the random northern island - although it does still stack garrison units in Tokyo and on Soviet border in Korea, even when told not too! But the main thing is that its offensive units (i.e marines & infantry) should all be used against China
If the garrison AI is somewhat similar to that of Armageddon's, then it's probably because the country_priority for Soviet Union isn't set to -1. There's also a modifier 'capital' in the garrison AI. It has to be se to 0 or else the AI will hold some troops in its capital. Again, this is based on my knowledge of Armageddon's AI so I may be wrong
As a side note I have actually been working on an Armageddon 1941 scenario that has a lot of historical units and 'historical' leader traits (like mountaineer for Xue Yue, jungle rat for Yamashita, desert fox for Rommel, Alexander, Montgomery et cetera). It also has a few dozen events* like the Moscow counterattack of 1941, operation Uranus (the counterattack against axis rearguards around Stalingrad) and an event for the consequent Operation Zvesda (push to Kharkov) as well as the Lower Dnieper Offensive (push to Kiev and Smolensk). My aim was to make a scenario that's impossible to win when playing an axis minor like Hungary or Romania. The beef is that you get to to fight desperate defensive battles on the Ukrainian steppe in 1943 and 44. It's kinda cool to see your forces decimated by the relentless Soviet attacks.
I started this project back in 2009 and my intention was to publish it but I lost intrest before I had finished it. I hadn't actually played Hoi2 - or any other video games for that matter - since 2011 or so, but today I somewhy got the urge to finish what I'd started years back. Now I've been adding new events and ai switches to my scenario for like the last 12 hours. A proper friday night
...And just a few moments ago I realized that Armageddon is totally obsolete and that the AI, sadly, is too damn dumb. Even if you give it huge boosts and create ad hoc switches for it, it cannot perform airborne assaults, make good use of air superiority or exploit breakthroughs with panzer forces... Nor does it know when to dig in and protect the gains it's made etc. That's actually why I put my project on hold in the first place.

Just now I was about to make all these divisions dormant so they could have some experience, right amount of strength and full organisation from the beginning but then I realized that this a crazy way to spend time so I googled a bit, found this thread and wrote this outburst. Lol.
So my scenario is probably never gonna get finished but I'll be happy to help you improve your AoD 1941 scenario. Just have to buy the game and do some research on it and the differences on Armageddon first.
