Improvement on frozen terrain disappears when it thaws

Expected Result​

Improvement is retained when frozen terrain thaws. Specifically, a pasture improvement should be kept when a frozen grassland-with-sheep tile loses its frozen status.

Actual Result​

Improvement vanishes when frozen terrain thaws.

Steps to reproduce​

I built a pasture on a frozen grassland-with-sheep tile. Several turns later (on the rollover from turn 11 to turn 12 in the attached files), once it thawed, the improvement disappeared by itself. I validated by replaying the turns to ensure it hadn't been pillaged while I wasn't looking.
