Right now I think Savoy really needs a big boost in events and leaders.
Sicily also desperately needs admirals, explorers and conquistadors so it could become the naval nation it was intended to have a chance to be.
Also it would be very good to see some other princedoms in germany perhaps given a chance to become something.
Also the iberian question might be the most interesting one, anyway I would love to see the iberian catholics playable and with some kind of chances against the muslim juggernaut of Granada. Expand by a province or 2 a few of the catholic minors in north iberia and give them good events and leaders. I'm sure they would have had great leaders, like in the past like Rodrigo de Vivár etc., as the struggle would have stretched out this long.
Really the iberian situation needs some work anyway, right now Granada gets it all, all to easy. As well as lots of explorers. And with the landbridge they get all the african manpower too.
Bavaria might be a bit too swarmed by leaders
a bit silly they have a dozen leaders active all the time (maybe exaggeration but they have all the german leaders and more). Perhaps as suggested above, put some of the german leaders into another german power that could be created. Such as Köln and perhaps another one too. Well not all need to be big powers some could start only with 2-3 provinces but very nice leaderfile and events, with chances to build on that.
