Preface: Many players have voiced out their interest to have a sphere of influence type of mechanic to represent the historic conflicts and rivalries of the time (Vespasian 11/06/2021).

Observation: The diplomatic option to fabricate claim (1) costs PI and time to achieve a conquest Casus Belli (2). However, there is no diplomacy involved and it feels very shallow and a chore. This is an opportunity to implement a mechanic similar to a local sphere of influence.

Suggestion: when fabricating a claim, the game will present the player with the result of negotiations with neighbouring countries of the country that we are claiming a province. These events will be a defence of our claim to countries that may have vested interests on that nation too. Depending on each situation, these events may end up with our claim, a client state offering, a preemptive declaration of war against us, the formation of a defensive league, etc...

Example:

During the claim duration, events with the neighbouring countries will appear. The options will depend on the relative power of our country and each neighbour, their opinion, their CBs, their ruler traits, etc..

In the following map, Egypt wants to fabricate a claim in Lalasia. The neighbourghs of Lalasia are Phyrgia, Cappadocia, Olbe, Olbian Revolt, Isauria and Kotennia

Phyrgia will ask Egypt for money to respect the claim, because its leader is rush and miserly, even if Egypt is more powerful than Phyrgia. Our leader is ambitious and just, it may accept this proposition and give money to Phyrgia. In case our leader had less finesse, the negotiation with Phyrgia may end up with Phyrgia guaranteeing Lalasia by the event.

The other smaller nations that are not in a defensive league or alliance, may end up asking protection from Egypt as client states, or guaranteed in order to avoid a future claim from Egypt. If the outcome of the event is negative, the refused small nations may form a defensive league.

The small nations that are in a defensive league or in an alliance and have a claim in one of the provinces of Lalasia, may ask Egypt to join the war to share the spoils of war. This will make these countries to declare war at the same time as Egypt to reach their war goal before us.

Before the claim is reached, Lalasia may offer to become a vassal state of Egypt after comparing the result of the diplomatic negotiations and its military and allies against Egypt.

In case there was a more powerful neighbour than Egypt, one of the results may be a declaration of war against Egypt with a superiority wargoal, or the payment of some lands from Egypt to the other powerful enemy to appease it. The rulers traits and local conditions will affect this outcome.

All these events will be decided by the program, and the player would be informed of the results as they happen. Thus, the result of fabricate a claim will be a showdown of events with all the local players diplomacy for the player to enjoy/suffer. At the end, the player will get the claim and maybe loose some silver, provinces or win some client states, changing the local diplomatic situation.

One may ask what is the player role/agency in this mechanic if everything is decided by the program?

The player should analyze the neighbourghs of the target and understand the mechanic of fabricate a claim and what could be the consequences. It is an observation of the diplomatic situation of the sorroundings previous to fabricate the claim and choosing where to claim wisely.

In addition, the player may want to wait for a more suited ruler to avoid certain consequences or for a rush ruler to provoke those consequences. For example, provoking a preemptive war for the defensive bonus on aggressive expansion.
