As someone who came firmly from the old Sim City 4 culture of watching my -garden- city grow, I was thinking as to what I really felt was missing in C:S. I was thinking about how much more critical land values were, and how both the overall development of the city as well as the land value were very different -

  1. Land value is heavily influenced by neighboring zoned areas
  2. Land value has a much higher cap and can go way, way up
  3. Overall development requires that the city as a whole has been built up quite a bit
This led to the nice evolution of wide swaths of suburbs with concentrated urban centers appearing, and then working to nurture those and spread those out. What I would like to try and implement is changes to land value to take into account an area around, as well as perhaps map-wide. What I would like to see is -
  1. Land value influenced by zoned buildings in a radius as well as normal means
  2. A higher land value cap which is raised as the city as a whole gets built up
Has anyone done this before, is it possible to do via modding, and what would I need to look into to try and make these changes myself?
