tried to pause unpause, speed up and slow down time, but nothing happens. The clock stops on a date, the game continues running, but of course, no one does anything, because time isn't moving forward.

Do the Animations also stop? If so I've had this too occasionally. You can save the game, so it's not a big problem.
No, the animations carry on, if you save and go back into the game, the time still doesn't go forward.
Oh, and it's not occasional it happens EVERY game.

Really, every single time? Wow, I haven't seen anyone else report this. try this: uninstall the game, defrag your hard disk, reinstall and then install 1.04 straight away.
Done, Done and Done, I have the UK version, it says it's 1.4
Anyhow, still the same problem.

If I understand you well, you game will stay at, say, January 1st 1750, you can still move your troops and attack everyone, but no one is reacting?
if you let it like that for many minutes (leave the compute unattended), does it finish by taking up to speed?
If you try to run the game without sound, does it still say the same?
Imho, you should try upgrading your Motherboard drivers and BIOS.
