@Xetfield It seems to be Kan. I used console, and when you colonise Kan as a nation in the Russian culture group, its capital renames to Krasnoyarsk.

Somehow this thread passed me by, any chance the map could be updated for 1.25 @Romaoplays @tre3qwerty , only asking because this changes which province I need to select. Would be Cornwall on the pre 1.25 map, but is actually Devon (#4373) on the new map (IRL I live about 10 miles away from the in-game province capital of Plymouth although Exeter is now the county town because Plymouth is administered separately).
