Incapable ruler can't ask anyone to educate his children, but can receive wards from a liege. And an incapable ruler would also still be educating a ward he had before getting incapable.

Steps to reproduce​

1. Have your ruler as incapable
2. Try to ask your wife or a courtier to educate your child => impossible

As a vassal:
1. Have your ruler as incapable, be a powerful vassal of your liege
2. If your liege have kids, he may offer one of them as a ward for you while you're incapable

I would expect:
- To be able to ask _others_ to educate my children
- Not being able to educate even my former wards
- Not being able to receive ward offers

Well, your Ruler is not able to even speak to others, so you can not do anything.

You should read the Trait desc, incapable characters, can't do anything.
 
Just encountered this issue as well ... the way this issue is implemented doesn't make any sense ... my incapable character cannot assign any guardian to my children within my court, yet i am able to send them to be educated in any other court. It should be either both blocked or neither.

Also if we do want to go this route of blocking education selection, it should at least be possible to let the children (or their other parent) auto-pick their guardian when ruler is incapable. It makes no sense for them not to have this option in regards to both roleplay as well as gameplay.
