Inconsistent rules which feudal rulers can apply the “Bring Under Tribute casus belli”

Description​

Not all ruler who should can use the “Bring Under Tribute casus belli”.
Only rulers who allready has Tributaries can use the Casus Belli.
For example: the start date 867. King Ludwig II of East Francia can use the Casus Belli.
His Nephew Louis in Italy not.

Steps to reproduce​

Start the game without the "Kahns of the steppe DLC".
Play as a King without a Tributaries .

Hello there! So from what I can see, this is working as intended. In the example you provided, King Ludwig II has Crown Authority level 2, which unlocks having tributaries, while King Louis of Italy only has Crown Authority level 1, thus not enabling having tributaries from the start. He, and any other ruler can however establish tributaries as soon as they level up their crown authority.
