Incorrect modifiers from Marines

Description​

According to the description on the eu4 wiki (quoted below). It should not work as shown in the screenshots...

Note that without Rule Brittania, Golden Century, Lions of the North or Domination DLC enabled the modifiers are exchanged. Available Marines is replaced by National Sailors Modifier.

I would like to emphasize that of these four expansions I have: Golden Century

Step to reproduce? Aim the cursor on the english idea "Redcoats" or dutch idea "Instructie voor de Admiraliteiten"

Yeah, still there and its even more glaringly obvious because many of the new missions give marines force limit lol
