(1.02 beta.) I noticed that the maximum IC for the USSR seems to be 600. I've looked for a config file that specifies this limit, but I can't find one. Does anyone know if this can be modified or not, and, if so, where it is set?

Good lord, where are you getting the resources to fuel that much base IC!?
Aggressive industrial development and the acquisition of Scandinavian, Japanese and Chinese industry. And those areas have a lot of resources.

There's no IC cap, I've gotten Soviet IC to 1000+ before just by not DoW Germany and building Siberia. (Afaik, that was a long time ago).
I haven't been at my gaming machine in a while, I'll double-check this when I get back this weekend. I was expecting my IC to be about 650 now after conquests and building IC. It seems to have topped right at 600 and will not go any higher. Maybe it is a coincidence.
Well, not in the traditional sense. There is a cap on resources available, thus limiting Actual IC usage.
The amount of resurces each province produces is hardcoded, and does not increase with techs or time.
Yes, industrial efficiency increases resources, but it also does with IC, so no net gain.
Finite resources and infinite IC=break.
My base IC has not changed (up or down) in about three years of game time. It is now 1948 and I am consistently at 374 IC base, even after annexing most of Eurasia. When I was using 1.02b2, this translated to 600 IC gross, then with 1.02 it jumped to 604 IC. Now I have done a general mobilization which has dropped IC to 589.

If I remember right the 589 depends on dissent and other modifiers. The 374 is your base IC, which will rise/fall depending on how many factories you have.

Base IC does not rise above 374 - that's the problem. It doesn't matter how many factories I have. I should have a base IC of at least 800 by now with the industrial capacities of USSR augmented with additional industry plus the annexation of China, Japan, Germany, France and Italy, to name only the larger conquests.
Eurasia = Europe + Asia.
