I think I see a partial reason, much of Europe's factories are ruined. The haven't been repaired yet, which might explain why your base ic has not risen.
No. My base IC has not CHANGED in three years of war. Not up. Not down. My real base IC must be higher than the limit so that even Axis bombing (which damaged some IC) had no effect on it. Something else is going on.
I counted up all the IC for all the provinces that I (the Soviet Union) control. I used the base IC in the province.csv file and then any overrides in the save file "province = {}" sections. These results are available as a CSV or XLSX file. (Format is province ID, province name, IC, current IC.)
As far as I can tell, the Soviets control 930 provinces with a total IC of 1632 with 1247 currently available due to damage.
It's easy. Build IC from 1940 to 1953 and then launch an invasion on Germany I managed to supply it, so you'll propably too.
